CPA offer..any help

I am new to this. I ran a CPA offer with my own landing page using PPC. I had 112 Clicks on my Ad on Google.

45 People clicked on the offer on my landing page, but only 6 completed the email submit. That is not enough success to pay for the PPC cost.

So I decided to halt that campaign and I switched it to Display Network only and lowered the Max. PPC from 40cents to 15 cents and still using the same 3 line add. Now the campaign has not moved one bit for 12 hours.

Can anyone offer some help with a few of these isssues?
