Does "All Sites" rotate banners?

I was wondering when your browsing the banners, if selecting "Horizontal" under "All Sites" would rotate all of the different ads of that size for each site? When you click it it only shows one ad, so its hard to tell if its rotating... And does it have the HighProfits ad in the rotation?

Or would I have to download all the ads and make my own rotator? I am probably making one just so I can rotate other ads on my site too.... But I need to know how complicated it will have to be before I start, so I don't code too much un-necessarily

The 'All banners' should display all the banners for all of the products, it is not a rotating banner.

Now that you have mentioned it we will make some code to use if you want to make a rotator
